Overview

The Youth Policy Institute is seeking a Purchasing and Warehouse Manager.  Reporting directly to the CFO, will oversee the purchasing, receiving, and distribution of program equipment and supplies.  In addition to directly supervising Purchasing and Warehouse staff, The Purchasing and Warehouse Manager will work closely with Finance, Facilities, and Programs to drive our purchasing and inventory strategy that supports headquarters and program inventory demands.  You will partner with the operations and finance teams to help build and maintain efficient processes and procedures for supplier and inventory management. In this role you will plan, execute, and finalize purchasing and procurement strategies for spend across the organization.  This position requires strong leadership, communication, negotiating and multitasking skills with strong collaborative and customer service focus. 

Responsibilities

  • Create overall purchasing, inventory and delivery strategy​ for HQ and Program supplies.
  • Set annual objectives and develop metrics and key performance indicators​to support program and agency goals.
  • Ensure that equipment and supplies are obtained in compliance with YPI procurement policies, including the Uniform Guidance requirements.
  • Measure KPIs and metrics to drive continuous improvement.
  • Supervise a team of direct reports responsible for developing plans to support program purchases and inventory.
  • Prepare forecasts and develop purchase recommendations​based on timeline, required spend, and approved vendors and items.​
  • Ensure service targets are achieved while limiting excess and obsolescence.
  • ​Optimize inventory levels to ensure program, operational, and financial/accounting goals are met.
  • Manage external supplier relationships to ensure on-time, accurate fulfillment and delivery.
  • Lead Warehouse team to ensure inventory accuracy and cycle count integrity.
  • Collaborate with Accounting team on inventory reconciliation and adjustments and with Finance team on inventory cash flow projections and planning.
  • Establish and maintain measurable performance metrics for all levels of purchasing activities to include but not limited to supplier performance, supplier quality, internal order placement performance, fulfillment and delivery activity levels.
  • Negotiate and execute purchase orders or vendor contracts as needed to support the critical business needs.
  • Contribute to the buildout of an expanded supplier base, especially in regards to commonly purchased items and establishing a preferred vendor list.
  • Ensure competitive bidding and contract development activities are conducted in an ethical and legal manner. Ensure compliance to purchasing agreements, policies and procedures.
  • Design and implement purchasing​processes, and systems for efficiency, scale, flexibility, risk management and good business practices.
  • Monitor and analyze trends in company spending and inventory control in order to make recommendations for the future and to identify areas for possible savings.
  • Be committed to continuous improvement by identifying and leading process improvement opportunities for purchasing, contract management, supplier selection and sourcing by partnering with key business stakeholders.
  • Interface with department managers to plan and prioritize purchasing activities and ensure processes are aligned to business needs to provide a high level of customer service.
  • Manage​​ the preparation and reporting of monthly, quarterly, and annual inventory.

Qualifications

  • Bachelor’s degree in business or finance required, extensive field experience may substitute degree
  • 5 years minimum of direct work experience leading a  purchasing department and/or warehouse
  • Extensive experience in sourcing or procurement capacity, and supply chain planning.
  • 3 years of experience in a supervisory / management role.
  • Knowledge of accounting, finance, marketing and logistics.
  • Strong budgeting, inventory, and cost-management skills.
  • Experience with Uniform Guidance requirements for procurement is preferred
  • Experience in implementing operational improvements through automation and process redesign.
  • Demonstrated ability to think globally and strategically, influencing change across the organization.
  • Strong quantitative background (corporate supply chain planning, consulting, finance, etc.)
  • Experience with ERP, Purchasing
  • Extensive Inventory Management
  • ​Strong computer skills. Microsoft Office Suite (Word, Excel, PowerPoint & Outlook)
  • Advanced Excel modeling skills (vlookup, pivot tables, conditional formulas, etc.)
  • Flexibility and the ability to adapt to changing organizational needs.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
