  • Overview

    The Youth Policy Institute operates a City of Los Angeles WorkSource Center in the Pacoima/North Valley community of the city. This center provides a full range of assistance and services under one roof in partnership with EDD. This program targets adult job seekers, workers who have been laid off, incumbent workers, new entrants to the workforce, veterans, people with disabilities and employers. In addition, they provide job-training tracks for job seekers interested in the high wage, and high growth sectors of healthcare and financial services. By providing these workforce investment activities, the Work Source Center is able to increase employment, retention, and earnings of clients, and increase occupational skill attainment for those participants.

    Responsibilities

    • Oversee implementation of services for each participant.
    • Counsels and assists WIOA program participants regarding job search strategies, personal career advisement and training issues, identifying and working with barriers to employment, professional goal setting and planning. Identify outside resources, programs and other services for participants if needed.
    • Advises, monitors, and tracks participation for customers so that they maximize of the functions and opportunities of the WIOA program.
    • Manages the day-to-day relationship with participants, addresses participants concerns promptly with an action plan to ensure satisfaction, and documents all findings with case notes in a clear, concise, and timely manner.
    • Maintains knowledge/professional understanding of a vast array of occupations/career paths (for effective placement/processing and assessment of participants as well as determining services most appropriate for their career goals.
    • Provides motivational support to participants during the job search process.
    • Identifies training needs and ensures appropriate training.
    • Demonstrates strong strategies for re-engaging participants after training and finding employment for those participants.
    • Demonstrates effective use of the guidelines and standards of the Career Counseling Model to support the needs of the participants.
    • Successfully documents participants’ success stories internally and externally.
    • Analyzes and constructs critiques of resumes/required documentation for effective processing for participants eligibility.
    • Administratively maintains accurate and complete records and correspondence as required by the management team.
    • Maintains the policies and procedures for Career Advisement and assists in the training of other team members in those guidelines.
    • Maintains confidential participant files in a professional and timely manner ensuring all forms are the most recently revised versions and in compliance with organization standards; all required documents are present, complete, signed by participant and staff as applicable; and documents are placed in the correct order according to organization standards.
    • Complete individual employment plans and other documentation using project protocol.
    • Provide and maintain appropriate data and files of the participants.
    • Participate in staff meetings, monthly trainings and other department programs as requested.
    • Provide transportation vouchers and other supportive services.
    • Assist in development and coordination of special assignments and programs.
    • Will work with participants to conduct in-depth individual employment assessment to identity needs.
    • Will support participants accessing services by developing a personalized employment plan by working with the participants to meet the goals of the employment plan.
    • Maintain a professional attitude, confidentiality, and respect cultural differences.
    • Works with Assistant Director to develop and maintain viable partners’ collaborative.
    • Make presentations to promote services and community awareness of AJCC and YPI.
    • Conduct coaching and workshops in a group setting.
    • Must be available to work some evenings and weekends.
    • Complete all other duties as assigned.

    Qualifications

    • BA required, extensive work experience may substitute degree.
    • Two years working in a non-profit organization environment.
    • Excellent communication written skills.
    • Exceptional organizational skill; attention to detail; ability to prioritize; ability to meet deadlines; ability to multi-task; strong problem-solving ability.
    • Experience working with individuals with diverse ethnic backgrounds.
    • Demonstrated ability to work effectively as a member of a team.
    • Leadership experience working with community social service and health organizations strongly preferred.
    • Proficient in Microsoft Office (Word, Excel, Access, PowerPoint).
    • Bilingual Spanish is a plus.
    • WIOA knowledge preferred.
    • Must be able to work some evenings and weekends.
    • If applicable, will be required to present current California driver license, proof of acceptable driving record (DMV H-6 printout), and liability auto insurance.
    • Knowledge of principles and processes for providing outstanding customer service. 
    • Strong analytical skills.
    • Self-starter organized and detail-oriented.  Must be flexible and able to adapt to changing priorities.
    • Ability to work effectively as a team member. 
    • Ability to communicate openly and effectively with all staff.
    • Ability to maintain composure even in very difficult situations.
